The Palmview Municipal Development District is a special-purpose district created by Palmview voters in 2013 to generate economic development and growth within the city. It is funded by a half-cent sales tax and governed by a seven-member Board appointed by the Palmview City Council.

One of the District’s core responsibilities is to research, develop, and prepare an Economic Development Plan for the City, including the proposed methods of carrying it out and the expected costs. The District works to create jobs, attract investment, and recruit businesses to Palmview, and it supports the City on major infrastructure projects that prepare the community for new business development.

A half-cent sales tax is dedicated to economic development in Palmview. Collections are up 93 percent in ten years, from $427,801 in FY 2016 to $827,507 in FY 2026, the highest on record. The District’s FY 2026-2027 budget is approximately $825,000.

The Board approved a set of incentive tools in August 2026. In 2027 the District brings written program guidelines to the Board with clear steps for eligibility, application, and approval. Incentives are performance-based and paid as the business delivers.
